The deputy president of the National Shura Council of the Kingdom of Saudi Arabia,

In reference to your statement number 47 delivered on 28/12/1363 A.H that was enclosed with the annual report of the National Council and was submitted by the end of its official session, we inform you that we presented what you had submitted to the King of Saudi Arabia. The royal command was issued on 30/12/1363 A.H. to adopt and extend the session of the Council for the year 1364 A.H. Congratulations to the National Council on the high trust of the kingdom. We also want to express our appreciation to the efforts of the Council that are reflected in its success.

The following statement then was delivered by Shaikh Ahmad AlGhazawy on behalf of the Council.

The Council takes pride in the royal confidence it enjoys. This confidence provokes willingness to continue exerting the persistent efforts in carrying out its duties and obligations.

Comparing the past of this nation with its present, there is substantial proof of the advancement we have achieved in all aspects, departments and facilities, in spite of the discouraging circumstances. Evidences for our recent renaissance are countless, the most obvious of which are the very delegations of our National Council, which keeps expanding.

There is a new promising phenomenon, that is, the Saudi students’ quest after knowledge at schools and educational institutions. Again, all thanks are expressed to the ceaseless efforts of the Saudi Government to open public schools even in the remotest areas of the Kingdom.

However, despite all efforts exerted and money spent over education, we deem it necessary to intensify our focus especially on two important respects:

First: providing a greater number of teachers to address the need of established schools and those to be established in the future and preparing a highly specialized group to provide guidance and to teach the needed lessons at public mosques.

Second: providing a greater number of judiciaries to fulfill the need of current legal courts and of those to be established in the future as the country expands.

The council and the government have great hope, that ministries, agents, general directors, and administrative governors in governorates, administrative councils, and municipalities will do their best in various administrative and health affairs. We in fact hold much faith in them.

During the previous session, the council discussed, among other things, the important draft laws of the army and its serious duties and missions. But fortunately they were not finalized or presented to you before announcing your brother, Almansour, as the Minister of Defense.

On the new session, the Council handled several law systems that pertain to the convenience and comfort of the employees. These set rules targeted the equal benefits of employers and employees alike. Moreover, there were explicit statements on laws of retirement, pilgrimage, and public interests.

Prince Faisal Ben Abdul Aziz, then delivered the following word:

It is a great source of pride that we have been able to undertake the great responsibilities we have upon our shoulders, and to be completely aware of performing these duties. If any shortage or deficiencies appear in some regards, it is the result of circumstances worldwide, especially in this country as it is influenced by the global status-quo, which I hope is only temporary. I see that the world today is about to have an era of reassurance and peace, where peace and security are for all.

Our interest in our own country and in Moslem and Arab countries is no more serious than that towards all world countries. As far as our country is concerned, you should be aware of the current global circumstances which have become an obstacle before every reform and advancement.

In his statement, our colleague talked about schools and delegations and their advancement. Though I agree with you that some advancement has been achieved, yet I reiterate that it is not enough. We still aim to achieve more. If collaboration, cooperation and sincerity by all educational departments were available, the results would be more fruitful and better.

As far as the two points that the addressor mentioned are concerned: the teachers and magistrates, I assure you that they have been on the mind of the King and his government. If any delay happened in the past, we still have hopes to do some procedures in the future to fulfill the need. Some wisdom, efforts and patience are still needed.

Handling matters without deliberateness or precision would prove counterproductive for the age we live requires both of them. The government of the King looks forward to a lot of reforms.

We intend to handle them according to their priority; following the right path would achieve the best results.

Now, I salute the fifteenth session of the National Council, Majlis Ash-Shura. I wish it the greatest success and I also congratulate all of you for the Kingdom’s trust and faith in you.
